Private Owner wagons had to be registered with one of the railway companies, usually the company that operated in the area where the wagon's owner or operator was considered to be "at home". The railway company inspected the wagon and only if it was deemed acceptable for running on the railway network was the wagon registered, and an appropriate plate issued and fixed to the solebar of the wagon, usually towards the left hand end on both sides. The plate contained the year of registration, the registration number, the rated load weight, and the railway company with which the wagon was registered.

Under British Railways, the plates for newly registered wagons initially contained "British Railways" in full. Later, separate registration indexes (and number sequences), were created for the main regions, and identified on the plates.

After the grouping, and again after nationalisation, previously registered wagons were generally not issued with new plates. The grouping companies, and then BR, continued to maintain the old registration indexes for existing wagons, but new indexes were created for new registrations.
